Policy blueprints for pension reform, family support, and hukou relaxation, while long-awaited, were met with cautious optimism at best.

Censorship surrounding economic discussions became a telling sign of the challenges facing China's leadership. The silencing of economists like Gao Shanwen and Fu Peng, whose comments on the bleak job market went viral before being swiftly erased, highlighted the tension between official narratives and on-the-ground realities.

The re-emergence of online phrases like "garbage time of history" alongside older terms like "lying flat" captured the pervasive sense of disillusionment among some citizens, particularly the youth, despite official attempts to counter these narratives.

Fiscal Fragility and the Burden on Local Governments

The precarious state of local government finances added another layer of unease. The phrase "smashing pots and selling iron," circulating online, pointed to desperate measures taken by some localities to avoid debt defaults. Reports of arbitrary fines levied against small businesses as a revenue-generating tactic further fueled public resentment, prompting government intervention and debt relief measures.

Social Policy: Bridging the Gap Between Promises and Public Needs

While social policy reforms were introduced, their implementation often fell short of public expectations. The raising of the retirement age, while aimed at addressing pension deficits, sparked heated debate and anxieties about job security for both older and younger generations.

New family support measures, designed to encourage higher birth rates, were met with online skepticism, reflecting anxieties about the financial burdens of parenthood and changing social attitudes among women. Similarly, hukou reforms, while promising greater equality, have yet to fully address the deep-seated structural inequalities between rural and urban populations.

Social Unrest and the Response: Surveillance or Solutions?

A series of violent attacks across the country in 2024, dubbed "revenge on society attacks," prompted calls for stronger social stability measures. While authorities emphasized prevention and risk control, the focus on surveillance raised concerns about potential overreach and the targeting of vulnerable citizens already grappling with economic stress. Public discourse highlighted the need to address underlying social grievances and structural inequalities rather than simply relying on increased control.

Youthful Expression and the Specter of Political Discontent

The authorities' sensitivity towards even benign youthful activities, fearing the potential for political dissent, was evident in their response to Halloween celebrations and mass cycling events.
